Same as Google Adwords. Just look up "Bing Ads" and go from there. You'll have to learn it.

If buying traffic is all you can do then Adsense is not the right solution for you.

Buying Paid traffic is not going to harm, but it matters when you buy from the source that has nothing to offers than spam. I would recommend to plan a proper strategy of growth hacking. Plan monthly content calendar & also plan how you distribute your content. Consider only good source of traffic. Following are the sources that I recommend;

- CDN like Outbrain & Taboola

Just use social media's to get the organic traffic.In the case of buying the traffic, google will easily find it out and slap the site well.Try to optimize your site well and re appeal to the adsense and get it back.
