Need Help Getting College Student Traffic

Got a 4 month old site that I thought would do good, giving away money to college students, but traffic is a lot slower than I expected. So far I've done all of the SEO stuff, FB page, twitter and so on. Done adsense, bing ads, fb ads, blog commenting, postings etc. Bing is the only one that has brought any decent traffic.
Signed up at clickbooth, so-so.
Conversion rate is good, running around 40% but traffic is only 20 to 30 unique daily.
Any ideas how to kick this up?

Try pop ups on sites college kids always go to. Use quantcast or alexa to search demo graphics.
