Check the Whois record for the domain, if it has a personal email then send them an email saying you'd like to buy it, and offer something below your maximum budget. Then negotiate.
If you can't find the owners details, then you could use a service that will try to buy it for you.

Thanks! Thats exactly what I did. But I thought maybe people on bhw know a better way of approaching a websites owner. I guess I will just have to wait then.

its a very hot title which i could use for pretty much random articles and i am pretty sure the person behind it doesnt know its value.
