I switched internet service providers yesterday. Ever since doing that I don't see ads (doesn't matter which browser) I even have this alert at the top of BHW:

"
Hi N3WY0RK, our system has detected that an AdBlocker is installed in your browser which may block essential functions in BlackHatWorld. Please consider disabling the AdBlocker for all pages on BHW so you can use the core functionality of BHW.
You may not be aware, but any visitor supports our site by just viewing ads. All ad's are directly related to Internet Marketing."

The problem is, I also can't access ads.google.com now.

"

This site can’t be reached

The webpage at http://ads.google.com/ might be temporarily down or it may have moved permanently to a new web address."

This is a big part of my business. I'm in Mexico and dealing with the ISP is a nightmare, does anyone have any clues as to what this possibly is? Can an ISP block ads and things like this?

I could help you. It might be a DNS issue. But, I can't give you a definite answer until you give more information.

ISP has potential to do that
try using a different browser (firefox edge brave chrome opera vivaldi). some browsers also have a "safe-mode" or "incognito/private mode" to test.
try changing your dns in windows settings https://www.windowscentral.com/how-change-your-pcs-dns-settings-windows-10
you may have luck with extensions such as this one https://chrome.google.com/webstore/detail/anti-adblock-detector/ however it hasnt been updated in 2y and latest reviews say it's broke.
if you google "dodge anti adblock detection" you'll find many tutorials worth attempting.

ISP tells me:

"Thats right sir, we have our own dns server that blocks ads to speed up browsing on websites. And take better advantage of the bandwidth offered to our customers, but we can exclude you from our server so that you can have ads'

Lmao. It literally stopped me from being able to visit several important business related sites, insanity. Thanks for your inputs.
