Depends what backlink types you are after. It is either a lot of work for yourself to complete or outsourcing it which could take an investment from end.

Get a SEO package from a good SEO provider. If you have no idea about SEO just outsource it don't do yourself it might spoil your site.

if you need some quality back-links, you want to spend little bit high compare to the cheap one. You can get the bulk blogpost (not more than 50 per month) with unique content according to your niche, there will be an improvement in your SERP. But make sure that, don't target the exact match, try to target long tail KW. And also each of the backlink has been promoted with Social media sites.
