Your account is limited, because you havent verifered your account yet. They will send you a code into your address and you need to active that, after that you paypal account is no longer limited.

the only option to solve it is to provide the PayPal whatever they want also to note is dependent upon the e-mail communication you need to call them regularly. I have also had my account suspended but when I called PayPal and explained the situation the resume I account immediately.
