Need help for my Local SEO project in Norway

Hey, So i have this client of mine that i want to do SEO for. He is in the Plumbing niche and i built a site for him and written all the content, optimized website, built GMB business, done citations.

But the site will not rank, the missing factor is backlinks.

My questions for you is:

How can i build strong backlinks? Are they supposed to be local backlinks or can i get backlinks from a relevant site in another country?

Has anybody had any success with backlinking in foreign countries?

If you think just building backlinks, you can rank it, thats wrong, you need to have on site optimization and get social factors into consideration.

Did you tried to search in bhw about ranking.

Not any backlinks,use pure backlinks if is possible with higher DA ,PA and CT and TF and on must rule is to be in same niche which is very hard.
You are not bonded only to local market for that so called "SEO" at Google which not exists anymore use English is quite well because Google Translator is Google Service which Google force to be used on websites and this is advise for all if you put Google translator on your web site will start indexing faster and ranking faster.
Again Magic Formula is (Quality Backlinks=>Same Niche=> Awesome results).

High -metric Local backlinks will probably be stronger but it wouldn't hurt to get ones from high authority sites in other countries
