You're just looking for a program for graphics editing? ImageReady isn't free, it used to come with Photoshop. Or if you mean you're looking for a program to do GIF animation, ImageReady's signature feature, most of them aren't free. You can use Microsoft's old school GIF Animator, but I find it doesn't compress the files as well as a more robust program like Photoshop.

For general graphics, there's of course GIMP, if you're looking for the legal route...
