Need Help creating new account...Previous Youtube acc. DISABLED.

I had a account on youtube that was terminated due to only one strike of copyright, then I decided to open a new one (I know you are not allowed to do that), which also got suspended as it violated TOS That indeed means google founnd out that I was creating an account having a history of a disabled one.NOw, I wanted to know how can I create an account with the system not finding out that it is me.
Should I change my ISP, I have already tried with VPN but it doesn't work.
How does google find out that the person using the account has a bad history though the IP address keeps on changing everytime I disconnect my router?

Clear your cookies, cache and ALL temporary internet files (you can look up how to do that) and then try using a vpn to connect. (I would just uninstall my entire browser, install it again, delete ALL temp internet files ect).

But uh you shouldn'tdo that because google doesn't like it. xD. But seriously, don't try to violate copyright. The only reason I am helping you is because you should have gotten a warning or something to take down the video (I don't think they do that, im just saying they should).

Run CCleaner
If you have a dynamic ip just plug out your modem and plug it back in. (Otherwise buy a private proxy)
Order a free sim from a local network and verify the account.

I would suggest like others to clean out your cookies. Then if you are using firefox download the BetterPrivacy plugin to remove your flash cookies. I would also suggest to get a new ip. Hope that helps.
