My competitor is engage in blackhat seo on his website and I spend a lot of time and hour building links and writing articles. Currently I manage to get on the second page in terms of ranking and competitor is attacking my site with not traffic, spammy links and even getting my GMB suspended. I always come out stronger at the end by complying with google policy. Currently I am very tired of his evil treatment to my site. His GMB profile is fake since he is operating his website in the house. Please I need an advice on this.

There's hardly anything you can do with regards to the spammy links. Asides of course disavowing the ones you can, though Google has it's own protection against this. You can't do much.
Report said competitor and their fake business profile and if you can show proof that they're the one attacking your business, you may want to include it as well. Alternatively, threaten legal action. Get a lawyer to end a letter to their address.

If you have strong proof that he is attacking your website and GMB account, then you can take legal action against them.
As @HenryObi mentioned, you can't do much with spammy backlinks coming to your website other than disavowing them on Google Search Console tool

You can report the issue in the search console on the spam links done by your competitor and contact my business support to report the fake profile.
Keep disavowing the spam backlinks and focus on building links from relevant quality websites. Also, update your content and optimize your website for search engines.

Okay , your competitor might be using the negative SEO tactics which is usually following for knock out competitors illegally. But it's not encouraged by Google at all.
You can get rid off this issue by report to Google directly regarding the spam against your site . Try this with Search Quality User report.

What is the reason for your GMB account suspension? Have you identified it? If you follow the GMB guidelines, no one can beat you. I suggest revising your account details. Regarding backlinks, we can't stop them, but it's important to keep an eye on your backlink profile and disavow any links that could harm your website.
