Need Help Cloning a site

Ok guys here's the deal. I am a college student from Pakistan who has done a bit of programming here and there. I designed a few small websites but nothing big. Now my cousin works with the motorway department and He wants me to build a site similar to:

www-bbc-co-uk/travelnews/motorways
(please replace the - with .)

I tried to clone it using httrack but the size just kept increasing and was not stopping. He wants me to make a Pakistani version of this. I just know basic html and css. If you guys could help than that would be great.
