Need help building links

My client has a large financial site and I need people who can get me LOTS of quality links. I need the following by the 100s and 1000s. I will need to place monthly orders in large amounts, so I am not interested in full SEO services, because we have 100s of pages and I need to keep the costs down. I also need to use several providers, because I need these links from different domains as well.
