Basically I have a xml quiz. start <quiz> </quiz> and I need to create a Android app where I can select a quiz ( There is going to be about 10 , hence 10 xml's ) and complete it. What program should I use? I also have a website , maybe I should just make a webapp, but I'm not sure if it can run scripts?

You have a project in mind where integration with the OS isn't so important. Therefore I would go with a responsive webapp. You can publish those webapps to Android, iOS, WP, FirefoxOS as "native" apps, i.e. a shortcut to a browser window that shows your webapp like its a native app. The advantage is, that you can have basically all mobile OSes for free. Smartphones are very able to run any type of JavaScript. Try to avoid flash.

Which websites to you mean? As I understood you already have a website, right? Make this site mobile ready(responsive design) and use a free service like http://mobile.conduit.com/ to publish your site as a app to Android and iOS. Thats basically it.
