its a backlink advertising selling SCAM.
the *pages.dev has a directory of actual links to to thousands of sites. The webmaster can see it as backlink in their GSC/bing/Ahrefs report. They visit that page. Its either re-directed to the site selling backlinks or to fiverr gig.
Actually that fiverr gig places links on free .pages.dev subdomains. ahrefs/moz/semrush wrongfully credit this new subdomains with DR/DA/Pagerank or whatever rank you call with higher number like DA 83, DA 90, etc. So, the innocent backlink buyers think they got high DR/DA link. but its not!!
