Need help about ads

im trying to monetize my website with mobile game video ads.
if user clicks on video is redirected to the app/game for their corresponding platform ios/android and earn for app installs.
i am looking everywhere but cant find a network that i can work with.
Havent tried cpa because content locking is a big no for my typical users(ofers not available for my country)
hope somebody can help

Use search campaign with the link of the app and check download information in the app
With sensitive apps you can still run if you know how, but will die if reported

yes but where do i find apps/games that have international pay per install without cpa?
they all require cpa
its true that i need to have ads revelant to my content but the website is a automatic news website that gets traffic through facebook groups and bounce rate is pretty high
after trying several ad networks i cant earn enough for around 200-400k monthly visits
($35 for 190k visits last month lol)
people here play a lot of games so i did a test.
downloaded some video ads for addictive games and converted them to gif.
placed the gif in article .
the game gifs got around 11k clicks through one week of testing.
traffic countries are from albania mostly following greece,italy,germany etc
but no networks accept my site
