due to competition i'm thinking about creating local non english content, but in the youtube title and description there will be a lot of English keywords so how do i prevent international people from clicking my video, is there a way to make the content geo specific?

No this is not possible. Be happy if international people like USA click your video. It pays 10 times more.

If you are creating non English content, use keywords that are in the local language
its technical terms with no local words for it

Another good way to do it is to make your video commentary in the local language. For example, if you speak French in your videos, YouTube will rank your videos better for french audience.
