It's pretty hard to "GUARANTEE" results to be honest especially with all the updates that may occur in the future. Still, I hope you find an HONEST company that truly delivers

Same as veheme, Its hard to guarantee something that you dont have control such as google. Service providers can guarantee some results but nobody have an "crystal ball" to say that you gonna hit first page at google buying x or y it depends on numerous factors not just the package itself.

Actually for Guaranteed Ranking, Price depends on many thing. Like Niche,Keyword Competition,who are the competitors, Your site age,Site Speed Performance etc
In my Opinion Guaranteed Ranking in nothing but cheating with the client......lol
But,
Hard working with proper plan can bring your site on top of Google in a month or tow

its posible to find, but i doubt you will find it here on bhw. people will probably just persuade you they are better then other competition and show you zillion of reviews and zillion of reasons
2 months ago i find a few people (and then choose one of them) who agreed on "achieving targeted ranking" and getting paid later. but its a long process that will in my case take several months (it a deal in range of 1000 usd). so far i didnt pay them nothing yet. but i need to upload part (1/3) of money to some service which act as medium for safekeeping money between two parties

My advice is, pick 3 random SEO experts you are most comfortable with and see how they improve their respective site ranking safely. This way you will know who is better and most trusted to use.

Already PMed the OP on the 'guaranteed' issue. It's kind of like asking a lawyer to guarantee winning a case. The only thing a vendor can guarantee (especially for a modest, newbie-friendly fee) is value he can definitely deliver and control (good keywords, SEOed content, quality links), not the final result in the rankings, let alone ongoing rankings. OP should pick someone who provide those specific needed values, whose price can thus be readily agreed upon, and the deal cleanly concluded, instead of a MUCH thornier issue of a fixed ranking result, requiring a lot more money to even theoretically promise, and ongoing consulting to accomplish.
