Welcome to black hat world parker. The term SEO changed a lot nowadays, There are software's out there which can fetch you backlinks. But you need to know how to use it effectively, its like double edged sward, if you don't know how to se it you will endup loosing your site in search engines. I recommend you to search in this forum for latest SEO tips and methods and follow that.

I think it's impossible to find a FREE tool which will build you quality backlinks. I can imagine someone would try doing everything manually using Google KW tool + Google search operators + good footprints to find quality targets and then post to them. But a free tool which would do all of this....I don;t know man
