Try creating accounts on multiple IP addresses (family, neighbors or friends home), using a VPN service (switching IPs) with multiple PCs/phones/tablets etc (different devices).
Usually, I use my phones (or friends') at different locations to create email with Gmail for Facebook acc creation. Get creative and make some manual accounts.
Trick: Don not make too much accounts on the same IP or device in a short period of time. Make the accounts look real and attractive; at a moderate speed.... like a couple pages, join a couple groups and add a few friends.
Buying accounts (aged or PVA) works from time to time but they get suspended or start asking for security check easily and quickly for some reasons.
They are less time consuming but more risking in losing the accounts to suspicion.
Don't get me wrong: If done right, buying accounts can work for you too, just go slow with them in the first half.
However, manual accounts, I believe, work out better in the long run.
