Need explain about Number of external networks (subnets)

Hello,

I work in university website project and they want to rank in webometrics . info

One of the webometrics Methodology is http://www.webometrics.info/en/Methodology :

Number of external networks (subnets) linking to the institution's webpages (normalized and then average value) Ahrefs Majestic

So my question is , should I build backlinks from site with 100000 links or from referring domains ?!

They mean IP addresses, which is kind of the same as domains, except domains can share an IP address technically.
