What I'm really curious about is what determines the difference between $15 and $20 per month. Is it based on my resume or is that some sort of performance bonus?

Lol, while it's rather silly to ask for what you did, I'd like to give you a recommendation instead of laughing at you like everyone else is.
If your budget is seriously that low, you really won't find anything in terms of SEO work man. Your best (and possibly ONLY bet) is to hope for the best in paying people on Fiverr to do some SEO work. That way you can at least get 3-4 gigs in, and hope for the best.

FYI - In CA, USA the minimum wage per hour is $15, pls confirm on what you wrote and if you are serious on this then it must be a joke, at that rate you will not be able to find anyone specially a team.
