NEED CSS / HTML Programmer +SEO

I need a 5 page website built... I can provide the design so all I'd need is the PSD to CSS / XHTML (Valid of course).

This is for a company I work with that does not have a website yet.

The site needs to be done with SEO in mind... and I will also need for 10,000 backlinks to be generated by Scrapebox or Xrumer.
