Need css, button and background images that look like this

I'm putting together a site for a client. They want it to look like this site: rpmschool.org.

Basically I just need the header, footer and background images that look like theirs. The buttons on top need to say:

"Home"
"About SLM"
"Concept"
"Admissions"
"Other Services"
"Contact Us"

I just need the css and first page built with no content. I'm willing to pay $50 for this
