Need coder for simple-ish script.

I need a script which has the following requirements:
- Registration (email verification link needs to be clicked to complete - must have inputs for first name, username, email, password and referrer)
- Login (uses username or email and password)
- Forgot Password (password reset by email)
- Points which increase by 1 when someone signs up with that persons referral ID
- 3 user levels (increase with amount of points - at 5, 10 and 20 - user receives an email notifying him/her of which level they are when they increase in user level.


After the user logs in, they are sent to a page where their username, points, number of referrals and referral names are all visible. By default only 10 referral names are shown however there must be the option to go to another page where the user can see all of them, including their emails.

All user information must be stored in a MySQL database. The script must also be secure - I will not accept it if there are not some basic security measures in place. I am not looking for any graphics as I can provide those myself. I just need the functionality. I need the job completed ASAP, so please PM me with your offers!
