can anyone help me with any good advice for running ads on google and bing through cloaking
 
Advertise on BHW
I think no such for public use. Only way is to hire programmer if you have the idea completed. But cloaking with ads it's not simple

It's not that hard, all you need is a good cloaker and proper method to farm accounts

OP: open bing or Google with US proxy then analyze your competitors and copy one of their swipes.

For adwords the process is completely different because you will have to run safe ads for 1-2 months before running blackhat campaigns.

For cloaking on bing and Google try contacting http://datarise.org.

For analyzing your competitors on Google and Bing use spyfu.com or keywordspy.com

Just a mention, I think PPV sources are currently unsupported and they are putting their efforts towards Facebook, google and bing.
