Need clear non blackisted IPs with opened SMTP

Hello there,

i'm searching for the IPs list with mailing possibility throught SMTP
NO SPAM!
just transactional mailing to opt-in and double opt-in email list.
All IPs should be dedicated, no blacklists listening and without or with hight Sender Score.
The quantity from hunderd in strart to thousands if all will be good.
