That depends on what you're trying to do. What your requirements are. And what you consider as cheap.
For example. Hostdeal.com is like $12/year when bought from a promo and you can host 10 domains there. But lots of downtimes that it can be argued that it is more expensive because downtimes cost you earnings and rankings.
