why not look for people who arent out for your money but just want to work with you, you could split profits after but main thing you should do is look for people who would wanna work with you on something even if both of you got 0$

$1500–2500 is enough to start small look into local services like reselling, small repair setups, or a simple trading business. Start lean and scale from profits.
 
Even offline business requires online work. Because if you are not on Google Maps, not in business directories sites, etc - you are invisible as a business. Even if you're a coffee shop.

There will be people even in your neighbourhood who will not know you exist only because they don't see you on maps in their smartphones.

Maybe people in Pakistan is different, I really don't know, but in other countries it is like so.

Start a proxy business. Do market survey first to understand what is in demand.

That is a very small budget. You can rent a good cart for some money and sell snacks. If there is good taste, you can scale it with own carts .

Someone did a simulation if you buy Bitcoin every day consistently like 80% or more are profitable. You just gotta buy every day. Some days you lose some days you win. In the long run all Bitcoin investors from 10 years ago are profitable

A budget of $1500–$2000 isn’t actually too high to start a small offline business.

You can also check out Azad Chaiwala’s YouTube channel , he has shared many practical business ideas that you can start with a low investment.
 
IMO ,starting a offline business with $1.5k to 2.5k is not a great idea. Sorry .

rather try online ventures like freelancing ,
 
You could look into small, local service-based ideas their cheaper to start and easier to scale. Things like mobile car detailing, home cleaning, lawn care, or phone/tablet repair all fit your budget and can bring in steady cash quickly good luck.
 
You can start even with $0, why not enough?

Start baking cookies and selling them via facebook marketplace or publish local classifieds.

Make a twist, like cookies with favorite Pakistani flavors (anise?) or a unique/funny gift packaging.

Hand-made goods. Custom T-shirt printing. Make a challenge to make the business be least money requiring. To help understand better, it is a contrary to this: you decided to make youtube videos and before making any video (or planning thoroughly the future videos you will make), you buy high-end expensive microphone, high-end videocamera, macbook to edit videos. DON'T DO THIS.
 
With $2500 I recommend you a fast food van. You can sell felafel or something similar
 
Food, delivery, clean water, item repair (if you are familiar with some)

First choose the type of activity, then a bit of research. How much exactly you need to launch your specific startup etc. etc.
At first try it with your own hands, to make a better research and after that you can think of hiring someone reliable to help you.
 
You could start a small food stall, mobile car wash, local delivery service, or handmade crafts business—low startup costs and high local demand.
 
Start a food truck or kiosk outside of mosques.

When families go the mosque weekly, you'll be outside selling some sort of quick affordable snack like cotton candy or whatever.

Everyone will be tired and hungry and you'll make a good amount of cash working the 1-2 hour window that people are exiting. Would work for any religion.

Offline, you can start small store with this. Like , you can start a fruit juice shop. It will take some time to build trust and regular clients and you can then earn stable income from it.
 
I think I’m going to start an AI-related marketing business.
Even if it’s not that much money, you can save it up and only use it when you really need to.
