I need a solid VPS server.

It has to be bulletproof.

excuse me what does "bulletproof VPS" mean ? Do this kind of server allow user to run spamming tools like xrumer of scrapebox ?

Yes, a host (usually offshore) that will ignore spam complaints, so you can, for instance run SEO tools. For example: Spamahost in Russia
 
Spamahost is a valid option but its very very overpriced...

Try talking with IPstrada's owner I remember a friend used to run XR and SB from his servers a few months ago and he had no issues with Complaints :)

HostGator and GoDaddy Web hosting service are quite reliable in this case but these are not bulletproof :p. If you find it, let us also aware from it.
