Need Bulk Video Creation and Uploading Consultant

I need someone who has experience creating thousands of unique videos using a csv file that will include the title,description and tags.

I would then want the videos uploaded to youtube and daily motion.

I would like to create new youtube accounts with the keywords if possible and am willing to invest in purchasing accounts etc.
