Never violate Google’s ad policies, such as using copyrighted content, showing Google ads on sites with content selling counterfeit goods, and more.

But the reason is so apparent. Your blog has no content! No single article! How do you expect Google to send Ads to your blog? Since you are using the blogger platform, I would just suggest you write some original articles (10 -20) after that apply for google to re-evaluate your blog.
