Is that page got links from some other sites?

Where did you get to know that your page getting links(ahrefs, web master tools)?

Can be a normal page, many sites automatically create random permalink but it does not mean that they are spam or black hat.
What do you see on that page? Analize the page and see all the metrics and contents to undestand what is.

It's my site backlink show in ahref mysite.com/css/1397267512698.html

when i open this backlink it's show any other site load on that link mysite.com/css/1397267512698.html i removed css folder from my hosting then all links show not found page i don't how some one do this.

It's a simple 404 error, can give you problems in Google.
For this my advice is to setup 301 redirect from this page to your site.
