Need BingAds Account

Hi,
I need a US based BingAds account (since that is where I?ll be logging in) that is active and verified. An applied coupon would be a plus, but not necessary. Also, I want to use it for the long term so an attached VCC or other funding source that I have access to and can refill would be great. Thanks.
