Need big advice - I want to build website

Everybody wants to get some cash on internet. Many people are looking for websites like inboxdollars.com
or
Mysurvey.com.

And my question is how difficult can be building website like this with the lowest possible budget.

I want to know if you know some wordpress themes which are good for website like these etc.
