I don’t think there is a commercial service that change’s IPs that often.
I think you can create your own script to do this, and get some proxies, even free ones, to rotate them.
I think that rotational proxy providers offer proxies that rotate at a slower pace.

Mostt of the backconnect proxies do provide change on http request.
Budget ones include proxyrack and stormproxies.
High quality ones includes smartproxy, luminati and geosurf.
