In my opinion it will be really difficult to find "pbn's" provider. I think that better way is just find some related websites, and sending messages to admins - Maybe they will be wanted to add your links on their websites.

my competitors are .edu websites so i don't think that they would be interested in such a thing

You can hire search sites on search engines for having a site in little time.
I don't think it is an effective place to get details about it. You can also visit marketplace.
