Vector designs are designs that can be scaled to any size. You cannot make vectors in Photoshop, but I do have the program that can create vector files (Illustrator). I'll PM you asking you for details on the project in a moment.

Vector graphics can be scaled without loss of quality, they are made in adobe illustrator and other similar software, pm me with details please.
