For that much small amount you can go with emulators. Sometime reviews are not posted instantly.

App reviews from emulators would all be deleted by Google auto-moderation
And could also be a reason to flagging your app further so you wont get any organic traffic from store
If you are going to get the paid app reviews - you'd better do it with the incent traffic from the trusted sources

If you use the emulator, after 1 day your reviews will be deleted. You need a real device and need Fake Your Device.
