I need a specific instagram comment scraper that scrapes by USER - as in, this tool can scrape any comment posted by a certain user on any public instagram post/reel.

I don't suppose its even possible to know/track a specific user's comment, as that'll be breaching privacy of that user. Is this even possible?
 
in past i have used https://instaparser.ru/ . it was working great then. you can give it try.
also if you have some accounts to spare then try susocial only for scrapping.
