I'm sorry but "project" and "done within 24 hours" doesn't really go together.
"shit site slapped together within 24 hours" maybe, but even that is a stretch.

You need to at least give more information about what you are looking for before a programmer can decide how fast they can get it done.
If you have a complex design for instance, it will take time to get that setup. Never mind building a fully functional system.
