I need quality work not spunned low quality work. Can pay through paypal or indian bank transfer.

For $3? You need to work on your budget before looking for "quality" work. You mention "Quality" twice, lol. Have you ever thought that the reason you can't get quality is that you're basically asking people to work for free?
