need an advice about brand keyword

Think that we found a keyword with KD is 0, search volume is more than 7K, and CPC $4. For an example "samsung ----" in this case. What do you think about creating a site for that keyword? is it a good idea or bad idea?

* Branding keyword is a good idea. You need to concentrate on exact keywords and also long tail keywords (it should be relevant to brand name and category).

have you tried with branding keywords? my concern is long tail keywords related to that main keyword, don't have much search volume.
