If you website has been suspended. Get a new domain & new web hosting.

Buy A VPS, access your adwords account in it.

Use new identity:
Name, Email Address, Billing Address, Credit Card (Not necessarily, you can buy gift card)

However, if your ads or landing page doesn't comply with adwords policy, your account will be suspended.

By doing it the White Hat way, you should use a mini site, add Privacy Policy, Disclaimer & Contact US. You can use duplicate content. Read adwords guideline, you will understand better.

vps is not needed if you have dynamic ip.
and also you dont need no vcc-s or creditcards.

1 account cost 0$

Just have to be smart enough.ANd im not going to share this method here.If someone is really interested to talk about it then feel free to pm me....i might reply
