Need Advise For Starting Blog Creation Service

I am thinking of starting blog creation service, I have few questions in mind please advise:

1- how many posts per blog should I offer?
2- how much length of per post should I offer? 250 words, 300 words, 500 words, 1000 words or more?
3- Should I offer paid hosting or free hosting like blogger?
4- how much you are willing to pay for such service?
