It's better to have VAs to generate some activity like using the installed apps on phones so that it looks genuine. Automation can be done only if all phones don't behave similarly, thus leaving footprints. There is good market for app rating business. If you're careful, you can make a lot.

If you're serious, forget managing a huge number of real phones—you need to look into Virtual Device Farms or Mobile Emulators (like Nox or custom Android stacks) to save money and manage the setup. The Footprint is everything: Each virtual device needs its own unique Mobile or Residential Proxy, and you gotta warm up those Google/Apple accounts slowly for weeks before posting anything, or the reviews will just get filtered.
