Yes - it depends on the site list.
I would say 40%-50% of the sites on my list accept none English.
However - the character set DOES matter. Most will not take the specialized character sets that some languages need.
Simplified Chinese or arabic (any language that reads right to left) these are going to be a problem. But most languages are just fine.
If the language does not require a special character set, then it's fine and there are a lot of sites that will take it. You could of course scrape your own. German, Spanish, Italian etc, there are literally tens of thousands you could scrape to add to the lists I provide.

UD is good if you have your own custom list... I personally have had low sucess rate... Other good alternatives i believe are Magic Submitter, SenukeX, Money Robot Submitter.
