Need Advice: SEO Value

Dear all,

I want to change my menu bar tab to link it to another webpage.
There are two ways to do it:

1. Place this on the title: <a href="URL_HERE" target="_blank">NAME_HERE</a>

2. Change the backend code to reflect it

What is the SEO value of both and which one is better than the other, in terms of SEO? Please advise.

Link. Alt with keyword. And target blank.
