Need advice on VPN affiliate program

I have a VPN related domain and I want to know how I can monetize it by being an affiliate for a VPN company. I have other domains as well but I want to start with VPN affiliate first. Is there a way I can become an affiliate by running targeted ads? I do not want to publish a ton of content

All VPNs have affiliate program.

Just go to websites and check affiliate program details and terms and conditions.

Most VPNs run their own ad, so dont know how well you can compete with them.

Most will allow you to run ads, but they will require a vpn related website for approval.

When you say you want to run "targeted ads", what are you referring to?
Because ad costs can mount up quickly, and it might be difficult to see a ROI.
