Need advice on recruiting affiliates

Looking for affiliates for a few different sites, but not getting the sign ups I was expecting... Is there any forums or online groups that affiliates hang out?

Create tools for the affiliate to promote your product, links to easily integrate your solution to their websites, write the emails for them and share the best templates, create the best banners for them, give them copy and paste ready tools, and above everything work your a** off to improve the conversion and make as much money for the affiliates as possible if you do that word will spread like wild file that your conversion funnel is better than the rest and people will start sending you more and more traffic and you and your affiliates will generate more and more sales!!!
