Need advice in registering multiple blogspot web 2.0

I want to register few blogspot web 2.0 for my pbn. I have 3 questions, hope you guys will help me

1. Do you register all the subdomains from a single Google account or different Google accounts
2. If you register them from different Google accounts then do you change your ip address every time?
3. How do you handle the phone verification
